1\uff08\u7b2c1\u56de\u5f15\u304d\u51fa\u3057\uff09\u524d\u306b\u3001\u6cd5\u7684\u7ba1\u8f44\u5730\u3068\u4ee3\u8868\u6a5f\u95a2\u306e\u5b8c\u5168\u306a\u958b\u793a\u30fb\u627f\u8a8d<\/strong>\u3092\u6c42\u3081\u307e\u3059\u3002<\/p>\n\n\n\n<h5 class=\"deb-block deb-block-f5288b7\">OTC\u53d6\u5f15\u306a\u3069\u3067\u5e02\u5834\u5f71\u97ff\u306f\u6291\u3048\u3089\u308c\u308b\u898b\u8fbc\u307f\u3067\u3059\u304c\u3001<\/p>\n\n\n\n<p DeFi protocols like <strong>Minswap<\/strong> or <strong>Liqwid<\/strong>,<\/p>\n\n\n\n<p class=\"deb-block deb-block-7f33d15\">thereby strengthening liquidity depth and generating an expected <strong>~4% annual return<\/strong> for the Treasury.<\/p>\n\n\n\n<p class=\"deb-block deb-block-0a9f7e0\">The fund would be managed by a <strong>9-person interim committee<\/strong>,<\/p>\n\n\n\n<p class=\"deb-block deb-block-06f07ef\">with oversight provided by a <strong>Treasury DAO (tDAO)<\/strong> composed of DReps.<\/p>\n\n\n\n<p class=\"deb-block deb-block-2b71d9b\">The tDAO would have the authority to monitor, suspend, or replace the committee if necessary.<\/p>\n\n\n\n<h4 class=\"wp-block-heading deb-block deb-block-fed005b\" id=\"f09f92a1-significance-and-potential-17\"><strong>\ud83d\udca1 Significance and Potential<\/strong><\/h4>\n\n\n\n<p class=\"deb-block deb-block-218ca3f\">From SIPO\u2019s perspective, the <strong>vision behind this proposal is meaningful and necessary<\/strong>.<\/p>\n\n\n\n<p class=\"deb-block deb-block-4ccdcd4\">While Cardano excels technically, it still faces a well-known challenge \u2014 a <strong>lack of deep liquidity<\/strong>, especially for stablecoins.<\/p>\n\n\n\n<p class=\"deb-block deb-block-1795f1b\">Having strong, stablecoin-based liquidity means:<\/p>\n\n\n\n<ul class=\"wp-block-list wp-block-list list-col-1 inline-img-left deb-block deb-block-4b2ddab\">\n<li class=\"\">smoother on\/off-ramps for users,<\/li>\n\n\n\n<li class=\"\">tighter price spreads and lower slippage, and<\/li>\n\n\n\n<li class=\"\">stronger appeal to institutional players and DeFi builders.<\/li>\n<\/ul>\n\n\n\n<p class=\"deb-block deb-block-36efed6\">Moreover, the proposal\u2019s aim to establish an <strong>open-source governance contract<\/strong> and <strong>legal framework<\/strong> gives it long-term public value.<\/p>\n\n\n\n<p class=\"deb-block deb-block-3fa7b3e\">These could serve as reusable blueprints for future <strong>community-managed Treasury initiatives<\/strong> or <strong>public DeFi projects<\/strong> like AIRA \u2014 which seek to connect blockchain with
