class=\"deb-block deb-block-f3a23eb\"><strong>\u201cAdd Constitutional Committee Member \u2013 Christina\u201d<\/strong>,<\/p>\n\n\n\n<p class=\"deb-block deb-block-ecb8f27\">and share <strong>SIPO DRep\u2019s position and reasoning<\/strong> behind our vote.<\/p>\n\n\n\n<p class=\"deb-block deb-block-a6bcea9\">This article is not about supporting or opposing any individual.<\/p>\n\n\n\n<p class=\"deb-block deb-block-b1b7588\">Rather, it focuses on <strong>where Cardano\u2019s on-chain governance currently stands, and what kind of decisions are required at this stage<\/strong>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading deb-block deb-block-dde6b19\" id=\"what-is-this-proposal-about-13\"><strong>What Is This Proposal About?<\/strong><\/h4>\n\n\n\n<p class=\"deb-block deb-block-032548c\">This proposal seeks to <strong>add one additional member to the Constitutional Committee (CC)<\/strong> through a community-initiated Update Committee governance action.<\/p>\n\n\n\n<p class=\"deb-block deb-block-f5e80cf\">A key point is that it <strong>does not override or replace<\/strong> the already ratified decision to add <strong>Cardano Curia<\/strong> to the CC.<\/p>\n\n\n\n<p class=\"deb-block deb-block-dfecc79\">The proposal explicitly references the Curia Update Committee action as its previousGovActionId, ensuring:<\/p>\n\n\n\n<ul class=\"wp-block-list wp-block-list list-col-1 inline-img-left deb-block deb-block-8e6901e\">\n<li class=\"\">Strict ledger ordering<\/li>\n\n\n\n<li class=\"\">Consistency with prior governance decisions<\/li>\n\n\n\n<li class=\"\">No structural conflict<\/li>\n<\/ul>\n\n\n\n<p class=\"deb-block deb-block-5a457d9\">In other words, this is not a reversal, but an <strong>additive action built on top of an already finalized outcome<\/strong>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading deb-block deb-block-227292e\" id=\"why-is-an-additional-member-being-considered-14\"><strong>Why Is an \u201cAdditional\u201d Member Being Considered?<\/strong><\/h4>\n\n\n\n<p class=\"deb-block deb-block-bf73f3c\">There are two main contextual factors:<\/p>\n\n\n\n<ul class=\"wp-block-list wp-block-list list-col-1 inline-img-left deb-block deb-block-d1af467\">\n<li class=\"\">The Intersect-facilitated snap election resulted in an extremely narrow margin between Christina and Cardano Curia<\/li>\n\n\n\n<li class=\"\">The CC is subject to a <strong>minCommitteeSize (7)<\/strong> parameter; if membership falls below this, governance actions requiring CC ratification cannot proceed<\/li>\n<\/ul>\n\n\n\n<p class=\"deb-block deb-block-6ec5f5e\">This proposal attempts to:<\/p>\n\n\n\n<ul class=\"wp-block-list wp-block-list list-col-1 inline-img-left deb-block deb-block-4c5cc2c\">\n<li class=\"\">Respect the existing election outcome<\/li>\n\n\n\n<li class=\"\">Improve governance continuity<\/li>\n\n\n\n<li class=\"\">Acknowledge narrowly expressed community support within the system<\/li>\n<\/ul>\n\n\n\n<p class=\"deb-block deb-block-c96175a\">From SIPO\u2019s perspective, this is a <strong>practical and structural response<\/strong> to a real governance risk.<\/p>\n\n\n\n<h4 class=\"wp-block-heading deb-block deb-block-b412799\" id=\"what-sipo-sees-as-positive-15\"><strong>What SIPO Sees as Positive<\/strong><\/h4>\n\n\n\n<h5 class=\"wp-block-heading deb-block deb-block-a1eacfb\" id=\"1-strengthening-governance-resilience-16\"><strong>1. Strengthening Governance Resilience<\/strong><\/h5>\n\n\n\n<p class=\"deb-block deb-block-0ac5a0d\">With full on-chain governance under CIP-1694, governance paralysis itself becomes a systemic risk.<\/p>\n\n\n\n<p class=\"deb-block deb-block-2030d15\">By adding one member above the minimum threshold, the network gains resilience against:<\/p>\n\n\n\n<ul class=\"wp-block-list wp-block-list list-col-1 inline-img-left deb-block deb-block-2d71152\">\n<li class=\"\">Unexpected resignations<\/li>\n\n\n\n<li class=\"\">Temporary inactivity<\/li>\n\n\n\n<li class=\"\">Operational disruptions<\/li>\n<\/ul>\n\n\n\n<p class=\"deb-block deb-block-1774f87\">This is a highly relevant consideration for DReps.<\/p>\n\n\n\n<h5 class=\"wp-block-heading deb-block deb-block-304d678\" id=\"2-non-disruptive-design-17\"><strong>2. Non-Disruptive Design<\/strong><\/h5>\n\n\n\n<p class=\"deb-block deb-block-54f0a03\">The proposal:<\/p>\n\n\n\n<ul class=\"wp-block-list wp-block-list list-col-1 inline-img-left deb-block deb-block-9231900\">\n<li class=\"\">Respects the Curia decision<\/li>\n\n\n\n<li class=\"\">Leaves voting thresholds unchanged<\/li>\n\n\n\n<li class=\"\">Removes or replaces no existing CC members<\/li>\n<\/ul>\n\n\n\n<p class=\"deb-block deb-block-3dac5a9\">It reinforces governance without destabilizing it.<\/p>\n\n\n\n<h5 class=\"wp-block-heading deb-block deb-block-3ff5fa9\" id=\"3-permissionless-governance-in-action-18\"><strong>3. Permissionless Governance in Action<\/strong><\/h5>\n\n\n\n<p class=\"deb-block deb-block-a1f2c2e\">This proposal was:<\/p>\n\n\n\n<ul class=\"wp-block-list wp-block-list list-col-1 inline-img-left aligned with the Constitution, CIP-1694, and ledger constraints<\/li>\n<\/ul>\n\n\n\n<p class=\"deb-block deb-block-1d13927\">SIPO views this as a strong example of <strong>permissionless governance About<\/strong><\/h5>\n\n\n\n<p class=\"deb-block deb-block-75c56bf\">At the same time, SIPO does not see this proposal as a general rule.<\/p>\n\n\n\n<p class=\"deb-block deb-block-82d8485\">We remain mindful of:<\/p>\n\n\n\n<ul class=\"wp-block-list wp-block-list list-col-1 inline-img-left deb-block deb-block-1b12dde\">\n<li class=\"\">Avoiding automatic addition of runner-up candidates<\/li>\n\n\n\n<li class=\"\">Preventing uncontrolled CC expansion<\/li>\n\n\n\n<li class=\"\">Clarifying the long-term relationship between off-chain elections and on-chain actions<\/li>\n<\/ul>\n\n\n\n<p class=\"deb-block deb-block-8cdc0ff\">This decision is made within a <strong>specific, transitional context<\/strong>.<\/p>\n\n\n\n<h5 class=\"wp-block-heading
