The five that apply directly to this scope have been addressed structurally in the resubmission:<\/p>\n<h3 id=\"e291a0-monthly-velocity-transparency-25\">\u2460 Monthly velocity transparency<\/h3>\n<p>The resubmission explicitly commits to <strong>Monthly Lightweight Updates<\/strong> published to <code>docs\/reports\/<\/code> in the <code>HarmonicLabs\/2026-treasury-proposal<\/code> repository, alongside <strong>Quarterly Detailed Reports<\/strong> (financial summary, variance analysis, updated risk register) and a <strong>Public Transaction Journal<\/strong> recording each on-chain disbursement with tx hash, action type, amount, signers, and on-chain metadata hash.<\/p>\n<p>This matches the reporting standard SIPO has already asked of Amaru and Dingo, and is a direct response to original expectation \u2460.<\/p>\n<h3 id=\"e291a1-q2-hard-fork-intra-era-plutus-v4-readiness-as-a-structural-gate-26\">\u2461 Q2 hard-fork (intra-era \/ Plutus V4) readiness as a structural gate<\/h3>\n<p>This is the <strong>most important structural improvement<\/strong> in the resubmission.<\/p>\n<p>In the original proposal, HF maintenance was positioned as &#8220;concurrent with Pebble development.&#8221; In the resubmission, <strong>Milestone 1.B (Q2 2026, Apr\u2013Jun): Hard Fork Readiness<\/strong> is broken out as an <strong>independently-payable sub-milestone<\/strong> (\u20b3210,000 = \u20b3180,000 base + \u20b330,000 contingency, 20% of M1).<\/p>\n<p>Acceptance criterion: all four libraries (cardano-ledger-ts, ouroboros-miniprotocols-ts, plutus-machine, uplc) must publish tagged releases supporting Plutus V4 + revised cost model + new protocol parameters, with each library&#8217;s existing test suite passing against a Plutus V4 testnet snapshot (CI green on the release commit).
