Weekly Brief #15 | The Floor Rises — van Rossem Enacts, and Standards and Research Stack on Top

Cardano reaches a milestone this week. The long-prepared van Rossem hard fork was ratified on-chain on July 13 and enacts on mainnet early on the morning of July 19 Japan time (21:44:51 UTC on July 18). The protocol’s floor — the base version the entire network follows — rises from 10 to 11. Alongside it, the Cardano Foundation joined an effort to standardize payments for AI agents, and the research program published its mid-year report. Midnight saw NIGHT fall roughly 10% on the week even as its community steadily thickened. What moved this week was not price. It was the protocol’s foundation.

Bitcoin and ADA were roughly flat, with Ethereum modestly higher. The market as a whole spent the week waiting. What stands out is NIGHT’s decline of about 10%. Weeks in which price says little are precisely the weeks worth checking what moved underneath. This week that foundation — the protocol’s floor — actually rises a step.

2. The Protocol’s Floor Rises — van Rossem Enacts

What is being enacted

van Rossem is an update to protocol version 11 (PV11) for Cardano. The network currently runs PV10, and as of publication (the morning of July 18 Japan time) enactment has not yet occurred. It is scheduled for an epoch boundary at 21:44:51 UTC on July 18 (Slot 192,844,800) — early on July 19 in Japan. On-chain ratification completed on July 13.

The contents are less a flashy new feature than an update to the foundation. They include adjustments to the cost model of existing primitives — the basic operations smart contracts rely on — and settings for primitives newly enabled by the hard fork itself. For developers, this means foundational parts that were previously unavailable are unlocked, and the assumptions about execution cost change.

Why it matters from an SPO’s seat

A hard fork is the work of every node stepping onto the same floor at once. If versions diverge, the chain splits; that this does not happen is precisely because consensus-building worked beforehand. This ratification carried with 77.63% of DReps and 52.7% of SPOs, both clearing the required thresholds (60% for DReps, 51% for SPOs), with the Constitutional Committee also approving by majority. Three distributed decision-making bodies actually moved the protocol forward — and that procedure is itself the evidence that Cardano’s governance is not ornamental.

In the previous issue (#14) we wrote that “van Rossem — the floor for enactment has not moved yet.” That floor is moving now.

3. Layers Stacking on the Floor — Standards and Research

The Cardano Foundation joins the “x402” AI payments standard

On July 14 the x402 Foundation formally launched under the Linux Foundation, with the Cardano Foundation listed as an Associate Member. x402 is an HTTP-native payments standard. It takes its name from the web’s HTTP 402 “Payment Required” status, and the concept is to let AI agents, APIs, and applications send and receive payments directly within HTTP exchanges.

This is not a story about “you can pay with Cardano.” It is a story about securing a seat, through a neutral standards body, in the next market: the settlement rails of an AI agent economy. Standing with an industry-wide standard rather than the convenience of one chain reads as laying groundwork for the layer above, once the floor beneath is firm.

Research program “Vision ’26” mid-year report (draft)

IOG published a mid-year report on the first half of its 2026 research program as a draft, with community feedback open until July 30. Four prototypes took shape in six months: an evaluation of MEV and mempool partitioning; zero-knowledge proof verification infrastructure for L1 (conversion from Groth16 to BLS12-381, with cost estimates); trustless multi-party atomic swaps; and a light client named “Cavefish.” The program overall organizes fifteen initiatives into six technical work packages, with the governance description language (DSL) running ahead of plan.

The scalability work package includes Leios. Its public testnet, “Musashi Dojo,” went live on June 23 and development advanced again this week. The July 14 consensus team update reported testnet stabilization, a new prototype release, and review of a change roughly doubling the certification rate. Note that figures on the order of “1,000 TPS” are simulation and target values, not mainnet measurements. Leios did not begin this week; it is a project advancing continuously.

4. Midnight Watch — A Quiet Distribution Phase

Price down roughly 10% on the week

NIGHT is down about 10% week over week. Short-term market heat clearly receded across these seven days. The straightforward reading is a settling of supply and demand after distribution and listings ran their course.

The community is quietly thickening

In contrast to price, the human numbers are growing. According to the official blog post of July 16, “The rise of Nightforce leaders,” the Nightforce ambassador organization has taken on more than 2,000 participants this year, and the Discord community has roughly doubled since the start of the year to about 50,000. Builder-facing efforts continue: an MLH-hosted virtual hackathon ran July 17–19, followed by an in-person hackathon in Buenos Aires on August 7–8. On the exchange side, OKX added NIGHT to its “X Drops” program for the European Economic Area.

How we read it

The signal that matters for Midnight from here is usage, not price. In the Glacier Drop last December, more than 3.5 billion NIGHT were claimed across more than 170,000 wallets, and the tokens were widely distributed. The people (community) and the venues (hackathons, exchanges) are falling into place. The next watershed is whether distributed tokens actually enter a phase of being used — and that is what separates Midnight as a talking point from Midnight as an economy.

6. What to Watch Next Week

  1. Confirmation of van Rossem enactment — whether mainnet runs stably on PV11 after the fork.
  2. Leios progress — follow-up on throughput verification on the public testnet.
  3. Governance — results of the Constitutional Committee election and Intersect’s treasury withdrawal proposals.
  4. x402 in concrete terms — implementation and adoption moves among participating organizations, Cardano included.
  5. Midnight — post-distribution usage data, and implementations emerging from the hackathons (online July 17–19, Buenos Aires August 7–8).

Conclusion

This week Cardano moved on its foundation rather than its price. van Rossem lifts the floor from 10 to 11, and on top of it layers are stacking: x402 as standard, Vision ’26 as research. The floor we described last issue as “not moved yet” is moving now — and what gets stacked on it is the next question. Midnight sits in a quiet distribution period. The tokens have been handed out. What to watch next is whether they get used.
