minPoolCost 引き下げをどう見たか ― SIPO DRep としての分析とスタンス

提案の概要 ― 独立した 2 つの変更が 1 つに束ねられています

本アクションは、Intersect の Parameter Committee がこれまで別々に推奨してきた 2 つの変更を、提出の効率と SPO の意見聴取のために 1 つのアクションにまとめたものです。中身に関連はありません。一方はステークプールの固定費下限を下げるもの、もう一方は Plutus スクリプトの実行余裕を増やすものです。

Plutus 側は 2 段構えの 2 段目にあたります。Parameter Committee が推奨し Technical Steering Committee が批准した目標は「メモリ上限を累積 25% 引き上げる」ことでしたが、ガードレール MTEU-M-04 および MBEU-M-03 が 1 つのガバナンスアクションで引き上げられる幅を制限しているため、Part 1 では届きませんでした。本アクションはその残りを埋め、当初の目標値まで到達させます。ここは目的地についての意見の相違ではなく、ガードレールが設計どおりに機能した結果です。dApp 開発者にとっては、上限に張り付いていた制約が緩みます。

minPoolCost とは何か ― 「下限」であって「固定額」ではありません

最初に押さえておきたい点です。minPoolCost は、ステークプールが宣言できる固定費の下限です。「全プールがこの額を取る」という意味ではありません。

報酬の分配では、まずプールの固定費が差し引かれ、残りに対して運営者のマージンがかかり、その後で委任者に配分されます。プロトコルは「固定費はこの額を下回ってはならない」という床だけを定めています。したがって下限が下がっても、各プールが宣言している額が自動的に下がるわけではありません。下限に張り付いていたプールが、より低い水準を選べるようになる、という変化です。

なぜいま下げるのか ― 報酬が 1,800 ADA から約 300 ADA へ落ちました

minPoolCost は Shelley ローンチ時に、当時の ADA 価格・当時のインフレスケジュール・当時の運用コスト見積りに対して較正されました。その 3 つはいずれも、その後に大きく動いています。

とくに効いているのが報酬の低下です。準備金の枯渇にともない、ブロックあたりの総報酬は約 1,800 ADA から約 300 ADA へ落ちました。2020 年には許容できた固定下限が、いまや小規模プールの稼得に対して不釣り合いな比率を占めます。

2023 年には同じ問題意識から、PCP-001 によって下限が 340 ADA から 170 ADA へ引き下げられています(Epoch 445 で発効)。今回はその続きにあたります。

「緩やかな排除」の数字

ブロックあたり約 300 ADA という水準で、1 エポックに 1 ブロックしか作れない小規模プールを考えます。総報酬に占める固定費下限の割合はこうなります。

  • 下限 340 ADA(2023年以前)― 総報酬の 約 113%。つまり委任者に渡る報酬が残りません
  • 下限 170 ADA(現行)― 約 57%
  • 下限 75 ADA(提案)― 約 25%

より深刻なのは推移です。単一ブロックプールにおける委任者ペナルティは、2023 年の引き下げでいったん 約 28% まで下がりましたが、その後 約 53% まで戻っています。そして何も手を打たなければ、Epoch 758 前後(2028年2月頃)に 100% に達すると予測されています。

小規模プールの報酬を丸ごと飲み込む方向へ推移する下限は、中立的な設定ではありません。それは緩やかな排除です。SIPO が投票の理由書に書いたのも、この一文でした。

IO Research が立場を変えました ― 高い下限は Sybil を防がない

高い固定費下限を設ける当初の論拠は、Sybil 型のステーク分割を抑止することにありました。1 人の運営者が多数のプールに分割してステークを広げる行為に、固定費という形でコストをかける、という考え方です。

ところが IO Research は現在、高い下限はそうした分割を抑止するどころか、大規模事業者による分割をむしろ助長すると評価しています。理由は単純で、規模を持つ事業者は固定費を多数のプールに分散して吸収できる一方、独立系の運営者にはそれができないからです。結果として、下限は防ぎたかった相手ではなく、守りたかった相手に効いてしまいます。

SIPO はこの点を重く見ました。あるパラメータの当初の正当化根拠が、証拠によって覆されたのであれば、そのパラメータは見直されるべきです。本アクションはそれを行うものです。

SIPO 自身は、この変更で得も損もしません

ここは、読者に対して先に開示しておくべき部分です。SIPO はステークプールの運営者であり、この提案の当事者です。

結論から書きます。SIPO が運営する SIPO / SIPO2 / SIPO3 の 3 プールは、いずれも固定費として 340 ADA を宣言しています。現行の下限 170 ADA の 2 倍です。つまり SIPO は下限に張り付いておらず、下限が 75 ADA に下がっても、SIPO の宣言額が自動的に変わることはありません。機械的な減収はゼロです。

SIPO はここで犠牲を払っておらず、本投票をそのように装いません。「エコシステムのために身を切る」という書き方をすれば、負っていないコストを負っているように読ませることになります。それは事実に反します。

では、なぜ賛成するのか。小規模プールの成立可能性が、分散した運営者層の前提条件だからです。そして分散した運営者層こそが、このネットワークを運営するに値するものにしています。SIPO が自らの立場を先に開示するのは、自己利益で投票していないことは、開示によってしか立証できないからです。

ただし、k 引き上げへの代理投票ではありません

SIPO は投票の理由書に、1 点の留保を記録しました。本アクションに対してではなく、その先に向けられたものです。

提案は、この引き下げを stakePoolTargetNum(通称 k)の将来的な引き上げに向けた前提条件と位置づけています。k を上げても、小規模プールが経済的に成立していなければ効果がない、という論理です。SIPO はその論理を、その限りにおいて受け入れます。

しかしそこから、SIPO が特定の k の値を支持するという帰結は導かれません。k の引き上げは飽和点を比例して引き下げます。大幅な引き上げは、現在は飽和に十分な余裕を持つプールを飽和の上側に置き、委任を再配分し、何ら落ち度のない運営者に影響を及ぼします。

これはそれ自体の証拠を伴う別個の問題です。SIPO は、k の変更が本投票によって決着済みとして扱われるのではなく、公開された飽和分析を伴う独立したガバナンスアクションとして提出されることを期待します。ここでの賛成は、小規模プールの経済性を修復することへの支持です。k に対する代理投票ではありません。

ここでも足りないのは、反対票ではなく投票です

本記事執筆時点(Epoch 647)で、DRep の賛成は 13.97%、閾値の 67% には届いていません。SPO も 1.34% で、閾値 51% に対して同様です。

しかし内訳を見ると様相が変わります。実際に投じられた票のうち 99.4% が賛成で、DRep の頭数は賛成 38 に対し反対 3、能動的な反対は約 427 万 ADA にとどまります。賛成は約 7 億 3,798 万 ADA です。そして SPO の反対は 1 件もありません(賛成 12・反対 0)。

Cardano のガバナンスでは、投票していない委任ステークが分母の反対側に残ります。表示される低い賛成率の大半は、反対ではなく未投票です。最終投票可能は Epoch 652(2026年9月2日 06:44 JST 頃)です。

SIPO DRep としての結論

SIPO は本アクションに賛成を投じました。提案は Intersect の Parameter Committee による証拠ベースのもので、Technical Steering Committee が批准しており、根拠となる PCP-006 は公開の場で議論されています。Plutus 側は、目標値に到達させるための手続き上の 2 段目であり、争点になりません。

minPoolCost については、報酬低下によって固定下限が小規模プールの稼得を飲み込む方向へ推移しているという事実と、当初の Sybil 抑止という正当化根拠が評価者自身によって覆されたという事実の、2 点が決め手になりました。SIPO 自身は下限に張り付いておらず、この変更で得も損もしません。

How SIPO Voted on “Reduce minPoolCost to 75 ada and increase Plutus Memory Limits (Part 2)” — A DRep Perspective —

Overview — Two Unrelated Changes in One Action

This action bundles two changes the Intersect Parameter Committee had previously recommended separately, combined for submission efficiency and to let SPOs give input on minPoolCost. The first reduces minPoolCost from 170 to 75 ada, about 55.9%. The second raises maxTxExecutionUnits[memory] from 16,500,000 to 17,500,000 and maxBlockExecutionUnits[memory] from 72,000,000 to 77,500,000, completing a cumulative 25% increase that could not be made in one step because guardrails MTEU-M-04 and MBEU-M-03 cap how far either parameter may rise in a single action. Execution-step limits and Plutus cost models are unchanged. The Technical Steering Committee ratified the minPoolCost reduction on 9 July 2026; the underlying analysis is PCP-006 (Cerkoryn, 30 March 2026).

A Floor, Not a Fee

minPoolCost is the minimum fixed cost a pool may declare, not an amount every pool charges. Rewards are distributed by first deducting the pool’s fixed cost, then the operator margin, then the remainder to delegators. Lowering the floor does not lower what any pool currently declares — it lets pools sitting at the floor choose a lower one.

Why Now — Block Rewards Fell from ~1,800 ada to ~300

The parameter was calibrated at Shelley launch against an ada price, an inflation schedule, and an estimate of operating costs that have all since moved. As the reserve depletes, gross rewards per block have fallen from roughly 1,800 ada to around 300, so a floor that was tolerable in 2020 now consumes a disproportionate share of what a small pool earns. At about 300 ada per block, the floor takes roughly 113% of a single-block pool’s gross reward at 340 ada — leaving nothing for delegators — about 57% at 170 ada, and about 25% at 75. The delegator penalty on single-block pools, which the 2023 reduction from 340 brought down to roughly 28%, has climbed back to roughly 53% and is projected to reach 100% around Epoch 758, early in 2028, if nothing changes. A floor that trends toward consuming the entire reward of a small pool is not a neutral setting. It is a gradual exclusion.

IO Research Reversed Its Own Assessment

The original case for a high fixed-fee floor was that it deters Sybil-style stake fragmentation. IO Research now assesses that a high floor favours such fragmentation by large operators rather than deterring it: an operator with scale can absorb a fixed cost across many pools, while an independent operator cannot. The floor lands on the party it was meant to protect rather than the one it was meant to deter. When the evidence for a parameter’s original justification reverses, the parameter should be revisited — and that is what this action does.

SIPO Neither Gains Nor Loses from This Change

SIPO is a stake pool operator and therefore an interested party, so this belongs up front. All three pools SIPO operates — SIPO, SIPO2 and SIPO3 — declare a fixed cost of 340 ada, twice the current floor. SIPO is not at the floor, so lowering it to 75 produces no mechanical change to SIPO’s revenue. SIPO is not making a sacrifice here and does not present this vote as one. Framing it as bearing a cost SIPO does not bear would be false. SIPO supports the change because small-pool viability is a precondition for a distributed operator set, and a distributed operator set is what makes this network worth operating in. SIPO discloses its own position first because not voting one’s own book is a claim that can only be established by disclosure.

This Is Not a Proxy Vote on k

SIPO recorded one reservation, directed at what follows rather than at this action. The proposal presents the reduction as a prerequisite step toward a future increase in stakePoolTargetNum (k), on the reasoning that smaller pools must be economically viable before raising k can be effective. SIPO accepts that reasoning as far as it goes. It does not follow that SIPO supports any particular value of k. Raising k lowers the saturation point proportionally, and a large increase would place pools that are presently well within saturation above it, redistributing delegation and affecting operators who have done nothing wrong. That is a separate question with its own evidence, and SIPO expects it to arrive as its own governance action accompanied by a published saturation analysis rather than to be treated as settled by this vote.

Again, What Is Missing Is Turnout

At the time of writing (Epoch 647), DRep Yes stands at 13.97% against a 67% threshold and SPO Yes at 1.34% against 51%. The internals point the other way: 99.4% of actively-cast voting power is Yes, the DRep headcount is 38 Yes to 3 No, active opposition is about 4.27 million ada against roughly 738 million ada of Yes, and not a single stake pool has voted No. Non-voting stake stays on the No side of the denominator. The last votable epoch is 652, around 2 September 2026.

SIPO’s Conclusion

SIPO votes Yes. The proposal is evidence-based, authored by the Intersect Parameter Committee, ratified by the Technical Steering Committee, and grounded in publicly debated analysis. The Plutus limits are a procedural completion rather than a contested change. On minPoolCost, two facts decided it: the floor is trending toward consuming a small pool’s entire reward, and the Sybil-deterrence rationale that originally justified a high floor has been reversed by the very research that advanced it. SIPO is not at the floor and neither gains nor loses. The reservation stands: any increase in k belongs in its own action, with a published saturation analysis.
