何が起きたか ― ガバナンス最初期のバグが、参加者に 100,000 ADA を失わせました
2024年9月、Chang ハードフォークが Cardano にオンチェーンガバナンスをもたらしてわずか数週間後、「Cardanoの生きがい – Ikigai -」と題された Info ガバナンスアクションが提出されました。資金も技術的変更も求めない、Cardano をここまで導いた人々への感謝と未来への希望に同意するかをコミュニティへ問うだけの、象徴的なアクションです。しかし、未登録の stake key の使用を許してしまう当時の cardano-node のバグにより、提出者は供託金 100,000 ADA を回収できなくなりました。提出者に落ち度はありません。ソフトウェアの欠陥が、ガバナンスの最初期の参加者に損失を負わせた、という事案です。
当時からコミュニティは返還されるべきだと認識していましたが、Plomin ハードフォーク後に国庫からの返還が可能になった際、どの entity 予算提案にも含まれず、後にそれを含めた Cardano in Oceania initiative の試みも承認されませんでした。本アクションはこの積み残しを解決するものです。

SIPO DRep としての結論
SIPO は賛成します。本投票に期待事項は付しません。これは、十分に文書化された固有の初期ケースに対する、クリーンで一回限りの救済です。他の損失の前例になりうるという懸念は認識していますが、この特定の pioneer を原状回復することの公平性がそれを上回ると判断しました。自らに起因しない損失で初期のガバナンス参加者が 100,000 ADA を失ったままであることのほうが、Cardano ガバナンスへの信頼を損ないます。

What Happened — An Early Governance Bug Cost a Participant 100,000 ada
In September 2024, weeks after the Chang hard fork brought on-chain governance to Cardano, an Info governance action titled “Cardanoの生きがい – Ikigai -” was submitted — a symbolic action requesting no funds and no technical change, simply asking the community whether it agreed with a statement of gratitude and hope. Because of a bug in the Cardano node that permitted an unregistered stake key to be used, the submitter was unable to recover their 100,000 ada deposit. The submitter did nothing wrong; a software defect imposed the loss on one of governance’s earliest participants.
The community recognised at the time that the deposit should be reimbursed, but once treasury withdrawals became possible after the Plomin hard fork, no entity budget submission included it, and a later attempt through the Cardano in Oceania initiative was not approved. This action resolves that outstanding issue.
The Request Is Constitutionally Clean
The request totals 103,000 ada: the 100,000 ada principal plus 3,000 ada compensating forgone staking rewards at two percent per annum. It complies with Article II.7 — the recipient has not previously received treasury funds, the amount is within the Net Change Limit, distribution is direct and fully auditable on-chain, and no administrator custody or oversight budget is required. This is the remediation of harm caused by a protocol bug, not a discretionary grant.
The Previous Attempt Reached 63% and Ran Out of Time
This is not the first time the request has come before governance. The immediately preceding withdrawal, proposed in epoch 636, expired at epoch 643 having reached 63.01% DRep approval — 3.99 percentage points short of the 67% threshold — with 141 DReps in favour and only 14 against. It ran out of time, not out of support.

Non-voting stake accounts for 69.58% of the denominator — the same picture as last time. One of seven Constitutional Committee members has voted Yes so far. The final tally comes at the end of epoch 655, around 6:34 JST on 17 September 2026.

SIPO votes Yes, with no expectations attached. This is a clean, one-time remediation of a well-documented and unique early case. SIPO acknowledges the concern that reimbursement might set a precedent for other losses, and judges that the fairness of making this specific pioneer whole outweighs it. Leaving an early governance participant 100,000 ada poorer for a loss they did not cause damages confidence in Cardano governance more than any precedent risk.
