committeeMinSize 7→5 をどう見るか ― SIPO DRep としての分析とスタンス

提案の概要

本提案は、プロトコルパラメータ committeeMinSize を 7 から 5 へ引き下げるパラメータ変更です。提案者は Intersect で、Civics Committee と Technical Steering Committee（TSC）を代表し、Parameter Committee の勧告（PCP-005）のもとで提出されています。トレジャリーからの引き出しはありません。重要な点として、この変更は現在の委員会の席数を変えるものではなく、委員会の最大人数も変えず、7名以上が在籍していれば元に戻せる可逆的な変更です。

そもそも committeeMinSize とは何か

committeeMinSize は、Cardano のガバナンスが機能するためにオンチェーンで登録・アクティブである必要がある Constitutional Committee（憲法委員会）メンバーの最小数を定めるパラメータです。憲法委員会は、提出されたガバナンスアクションが憲法に適合するかを判定する役割を担います。もしアクティブなメンバー数がこの下限を下回ると、憲法委員会の承認を要するすべてのガバナンスアクション ― Parameter Change・憲法改定・Treasury Withdrawal・Hard Fork ― が ratify（批准）不能になります。つまり、Cardano ガバナンスの大半が止まってしまう、ということです。

なぜ今、この変更が必要なのか ― 「バッファゼロ」の状態

現在、憲法委員会はアクティブ 7 名で構成されています（席は 8 つありますが、うち 1 名はすでに退任しています）。そして committeeMinSize は 7 に設定されています。つまり、下限とアクティブ人数がぴったり同じ ― バッファはゼロです。この状態では、あと 1 名でも辞任・任期満了で欠ければ、アクティブ数が下限を割り、上に挙げた重要なガバナンスがすべて止まります。これは仮定の話ではありません。すでに 1 席が空席となっており、さらに複数メンバーの任期が Epoch 653 に到来します。

下限を 5 に引き下げれば、2 名分の運用バッファが生まれます。欠員が生じても、補充が完了するまでの間、ガバナンスを止めずに機能させ続けることができます。これは委員会そのものを小さくする施策ではなく、欠員に耐えるための安全弁を設ける施策です。

SIPO の投票記録との整合 ― ガバナンスプロセスの一貫した支持

SIPO の支持は、自らの投票記録と目標から直接導かれます。SIPO が掲げる目標は「Cardano の持続可能な分散型ガバナンスの構築」であり、1 名の離脱で止まってしまうガバナンスは、分散に資するとは言えません。SIPO はこれまで、正規の委員会ルートを通じたガバナンスプロセス・制度レジリエンスの改善を一貫して支持してきました ― Cardano Budget Process Framework、Project Catalyst の管理主体としての Cardano Foundation、そして Update Plutus Cost Models パラメータ変更に、いずれも賛成しています。

本提案は、まさにその正規ルートを通っています。Civics Committee が 2026年3月13日に、Technical Steering Committee が 2026年6月3日に承認し、Parameter Committee が PCP-005 として勧告、ガバナンス上重要なパラメータに求められる 90 日のオフチェーン事前告知も充足（オフチェーン提案は 2025年11月11日に公開）、committeeMinSize の 3 つの guardrail（負でない・3 未満でない・10 超でない）も、5 という値ですべて満たしています。加えて、本件の批准は Update Plutus Cost Models の発効に依存しますが、SIPO はその Plutus Cost Models 変更にも既に賛成しており、同変更は発効済みです。依存関係は SIPO 自身の投票と同じ方向に働きます。これは SIPO にとって、Increase Transaction and Block Memory Units・Net Change Limit・Plutus Cost Models に続く4 例目のパラメータ変更への賛成であり、一貫しています。

トレードオフを率直に ― 5名まで縮小した場合の論点

SIPO は、この賛成に伴う唯一の現実的なコストも、提案自身の開示にならって率直に記します。仮に実際の委員会が 5 名まで縮小した場合、2/3 の閾値のもとでは、アクションの可決に 4 票、阻止に 2 票が必要になります。すなわち、委員会が 5 名のときは、1 名の不活性によって、他の 1 名がガバナンスを veto（拒否）できてしまう状態になります。

それでも SIPO はこれを反対の理由とはしません。committeeMinSize は「継続運用のための下限」であって「委員会規模の目標」ではないからです。委員会選挙のプロセスは 7 席の維持を明確に意図しており、本変更は実際の席数を減らすものではありません。そして、代替案 ― バッファゼロの委員会を、たった 1 名の離脱で麻痺する状態のまま放置すること ― のほうが、分散型ガバナンスにとってはより大きなリスクです。ただし SIPO は、提案者を、その表明した意図に対して拘束します。

なぜ「期待事項付き賛成（Yes）」なのか ― 2 つの期待事項

以上を踏まえ、SIPO は以下の期待事項とともに賛成します。

  • (1) Intersect が表明どおり Constitutional Committee 選挙を運用して7 席を完全に維持し ― 空席および Epoch 653 に満了する席を補充し ― 下限 5 が「小規模化の常態化」ではなく安全バッファとして機能するようにすること
  • (2) アクティブなメンバー数が新しい下限である 5 に接近した場合、提案自身がその規模で認めている veto 権の集中に鑑み、状況を透明に報告すること

SIPO DRep としての結論・スタンス

以上から、SIPO は本提案に 賛成（Yes・期待事項付き） を投じました。技術的な欠陥によって停止しうるガバナンスは、分散に資しません。本提案は、正規の委員会ルートで審査され、可逆であり、委員会の実際の席数を減らさない運用レジリエンスの改善です。5 名まで縮小した場合の veto 集中という論点は、否決の根拠ではなく、上記の「7 席維持の継続」という期待事項として監督していきます。

How SIPO Views the committeeMinSize 7→5 Change — A DRep Perspective —

Overview

This governance action reduces the committeeMinSize protocol parameter from 7 to 5. It is submitted by Intersect on behalf of the Civics Committee and the Technical Steering Committee, with the recommendation of the Parameter Committee (PCP-005). There is no treasury withdrawal. Importantly, it does not change the current number of committee seats, does not change the maximum committee size, and is reversible provided at least seven members are in place.

What committeeMinSize Is, and Why It Matters Now

committeeMinSize is the minimum number of on-chain-registered, active Constitutional Committee members required for Cardano governance to operate. If the number of active members falls below it, every governance action requiring Constitutional Committee approval — Parameter Changes, Constitution updates, Treasury Withdrawals, and Hard Forks — becomes ineligible for ratification. In other words, the majority of Cardano’s governance would halt. The Committee currently has seven active members (one of eight seats has been vacated) while committeeMinSize is set to seven — a buffer of zero. A single resignation or term expiration would drop the active count below the minimum. This is not hypothetical: one seat is already vacant, and a number of members’ terms expire at Epoch 653. Reducing the minimum to five creates a two-member operational buffer that keeps governance functioning while vacancies are filled — without lowering the committee’s actual size.

Consistency with SIPO’s Record

SIPO’s stated objective is to build sustainable decentralized governance for Cardano; governance that can be brought to a halt by a single departure does not serve decentralization. SIPO has consistently supported governance-process and institutional-resilience measures that arrive through the proper committee route — voting Yes on the Cardano Budget Process Framework, on the Cardano Foundation as Project Catalyst’s managing entity, and on the Update Plutus Cost Models parameter change. This action arrives through exactly that route: approved by the Civics Committee on 2026-03-13 and the Technical Steering Committee on 2026-06-03, recommended by the Parameter Committee under PCP-005, with the ninety-day off-chain notice satisfied (published 2025-11-11), and with all three committeeMinSize guardrails satisfied at a value of five. Its ratification depends on the Update Plutus Cost Models change, which SIPO has already voted Yes on and which has been enacted. This is SIPO’s fourth Yes on a parameter change, consistent with its votes on Increase Transaction and Block Memory Units, the Net Change Limit, and the Plutus Cost Models.

The Trade-off, Stated Plainly

SIPO records the one real cost of this change, following the proposal’s own disclosure: if the actual committee were ever to shrink to five members under a two-thirds threshold, four constitutional votes would be needed to pass an action and only two to block it — so at a committee of five, the inactivity of one member would let another single member veto governance. SIPO does not treat this as a reason to vote No, because committeeMinSize is a floor for continued operation, not a target for committee size: the election process is explicitly intended to maintain seven seats, the change does not reduce actual seats, and the alternative — leaving a zero-buffer committee one departure away from paralysis — is the greater risk to decentralized governance. But SIPO holds the proposer to its stated intent.

Why “Yes, with Expectations” — Two Expectations

SIPO therefore votes Yes with two expectations: (1) that Intersect continues to run Constitutional Committee elections to maintain a full seven seats — filling the vacated seat and the seats expiring at Epoch 653 — so that a minimum of five functions as a safety buffer and not as a normalization of a smaller committee; and (2) that when the number of active members approaches the new floor of five, this is reported transparently, given the concentration of veto power the proposal itself acknowledges at that size.

Final Position

SIPO votes Yes, with expectations. Governance that can be stopped by a technicality does not serve decentralization. This is a resilience improvement vetted through the proper committee route, reversible, and one that does not reduce the committee’s actual size. The concentration-of-veto concern at a committee of five is not grounds for rejection but a matter SIPO will oversee through the expectation that seven seats are maintained.
