その概要と意味、そして SIPOとしてどのような立場を取ったのか を、ブログとして整理しておきたいと思います。

今回の提案は、派手さはありませんが、

Cardanoのガバナンスとトレジャリー運営において、極めて重要な基礎インフラにあたるものです。

SIPOとしては、本提案に 「Yes」 を投じる判断をしました。

ただしそれは、「支出に賛成する」という意味ではありません。

Net Change Limit（NCL）とは、

一定期間において、トレジャリーから引き出すことができるADAの最大総額を、あらかじめ定める仕組みです。

ポイントは以下の通りです。

• 単一の予算提案の上限ではない
• 「この期間中、合計でここまでしか使えない」という総量規制
• NCLが設定されていないと、いかなるトレジャリー引き出しも違憲になる

つまり、NCLは

「お金を使うための承認」ではなく、「使いすぎないための憲法上のガードレール」です。

実績ベース＋やや余裕を持たせた水準（約115%）として設定されています。

SIPOの見方としては、

これは「攻めた上限」ではなく、管理された現実的な上限だと受け止めています。

なぜ期間が16か月なのか（設計の意図）

今回のNCLは、あえて年末をまたがない設計になっています。

• 年末年始はガバナンス参加率が下がりやすい
• 次回NCL設定時に、前年分のトレジャリー流入データが完全に揃う
• 予算議論を「年央サイクル」に揃えやすくなる

これは、

制度としてガバナンスを回し続けるための工夫だとSIPOは評価しています。

ブロックチェーン全体から見た位置付け（解説）

多くのブロックチェーンでは、いまだに、

• 財団裁量での支出
• 不透明な予算管理
• 事後的な説明

が中心です。

それに対してCardanoは、

• このYesは、個別の予算提案を事前承認するものではありません
• あくまで「最大でもここまで」という上限設定への同意です

今後も厳格に見るポイント

SIPO DRepとして、今後のTreasury提案では特に以下を重視します。

• エコシステム全体への公共的価値があるか
• 短期的な人気ではなく、長期的な持続性があるか
• 説明責任と透明性が確保されているか

これらを満たさない提案には、

NCLの枠が残っていても Noを投じます。

As SIPO DRep, I would like to clearly explain the Net Change Limit (NCL) proposal for Epoch 613–713,

what it means, why it matters, and why SIPO voted YES.

This proposal may not look exciting at first glance, but it is a core piece of Cardano’s constitutional treasury governance.

SIPO voted YES, but this does not mean we approved spending.

Let me explain the difference.

What is the Net Change Limit?

The Net Change Limit defines the maximum total amount of ADA that can be withdrawn from the treasury during a specific period.

Key points:

• It is not a single-budget cap
• It is a total ceiling for the entire period
• Without an approved NCL, any treasury withdrawal becomes unconstitutional

In short, the NCL is a guardrail, not a spending authorization.

Details of This Proposal

• Period: Epoch 613 (Feb 13, 2026) to Epoch 713 (Jul 3, 2027)
• Duration: About 16 months
• Maximum withdrawal: 350 million ADA
• Governance type: Info Action (constitutionally required)

SIPO DRep’s Position

Why SIPO voted YES

Without an NCL:

• All treasury withdrawals are blocked
• Governance effectively freezes

SIPO believes that keeping governance functional is essential for Cardano’s long-term health.

That is why we voted YES.

What This YES Does NOT Mean

To be very clear:

• It does not approve spending 350M ADA
• It does not pre-approve any budget proposal
