k=1000 のポールをどう見たか:SIPO の分析とスタンス

何を問うポールか

k は、報酬の計算で「飽和したプールが何個ある状態」を目標にするかを決める数値です。1 プールあたりの飽和点は、流通している ADA を k で割った値になります。k を 500 から 1000 に上げると、飽和点は半分になります。飽和点が効くのは報酬の上限で、ブロックを作る資格ではありません。

本アクション自体はパラメータを変えません。支持が十分と判断できたときに、別のパラメータ変更アクションへ進むための意向調査です。k の変更は現在、SPO の批准を必要とするパラメータに含まれていません。それでも先に SPO の付託を求めることについて、提出者は CAP #10「ステークプールの経済パラメータの変更に SPO の承認を要求する」が提案する原則と整合すると説明しています。

報酬の総額は変わらない

SIPO の中心的な懸念は、k の引き上げが既存の報酬の総額の配分を変えるだけで、それ以外は何も変えない点にあります。本提案自身がそう書いています。k を引き上げても「他の条件が同じなら、エポックあたりの報酬原資の総額は変わらない」。そしていずれの値も「稼働するプールの数、独立した運営者の数、経済的に成り立つプールの数を決めるものではない」。

総額が一定のまま配分だけを変える変更は、Cardano を成長させません。運営者のあいだで委任を動かすだけで、分け合う総額は変わらないからです。

掲げられた目的と仕組みのあいだ

本提案は率直に、k を引き上げても自動的には起きないことを列挙しています。新しいプールや独立した運営者が生まれるわけではないこと。どの事業体がプール ID を増やすことも防げないこと。再委任されたステークの行き先や、それが同じ運営者グループの中にとどまるかどうかは決まらないこと。事業体単位での分散化や運営者の存続可能性に、確実な変化が生じるわけではないこと。

確実に起きるのは、飽和点が半分になり、いまは飽和点の内側に十分収まっているプールが飽和点を超えることです。確実なコストは運営者と委任者が負い、効果は本提案が予測できない行動に委ねられています。

コストが重くかかる先

複数のプールを運営する事業者は、自社のプール間でステークを移すか、プールを増やすことで、低い飽和点に対応できます。何年もの安定した運営で委任を積み上げてきた単一プールのコミュニティ運営者には、それができません。

実績や情報発信、コミュニティへの貢献を見てプールを選んだ委任者は、そのプールの振る舞いが変わったからではなく、パラメータによって移動を迫られることになります。本提案も、長年にわたる実績と信頼で委任を積み上げてきた独立系・コミュニティ系のプールが不利になるのではないか、という問いを有権者に投げかけています。

SIPO 自身の利害

SIPO は 3 つのプールを運営しており、k=1000 ではそのうち 1 つが飽和点を超えます。SIPO は自社のプール間の配分調整でこれに対応できます。だからこそ SIPO は、この問いを自社の収益の問題とは考えていません。そうした選択肢を持たない単一プールの運営者に代わって、懸念を記録します。

これまでの立場との一貫性

SIPO は 2026年8月7日、minPoolCost の引き下げを含む束ね版のアクションに賛成した際、k の引き上げは別の問いであり、飽和状況の分析を公開したうえで独立したアクションとして提出されるべきだと留保を記録しました。9月15日には minPoolCost の単独引き下げに棄権し、固定費の変更を最低マージンの仕組みと組み合わせた提案であれば支持すると述べています。

今回も原則は同じです。ステークプールの経済に関わるパラメータは、一つずつではなく、整合した設計として変更されるべきです。本ポールは SIPO が求めたとおり独立したアクションとして提出されました。ただし、飽和状況や事業体単位の分析は伴っておらず、k はプレッジの影響、報酬の総額、運営者の収入から切り離されて扱われています。

SIPO が改めて検討し得るもの

分け合う総額そのものを大きくする計画と一体で提案される k の引き上げであれば、SIPO は改めて検討します。その計画は、次のどちらでもかまいません。

  • オンチェーンの利用拡大と、手数料収入の成長によるもの
  • monetaryExpansion と treasuryCut を含む報酬設計の明示的な見直しによるもの(トレードオフが示されていること)

いま、ステークされている ADA は流通量の約 56% です(エポック 659 で 56.16%、AdaStat の集計)。残りの ADA をより多くステーキングに呼び込むことは、分散化と成長の双方を前進させます。k 単独の変更は、すでにあるものを分け直すだけです。

未投票でなく、明示的な反対を投じた理由

本ポールでは、未投票の SPO ステークも賛成に届かない側に数えられます。結果だけを見れば、SIPO が投票しなくても同じです。それでも提出者は、反対する SPO に明示的な反対と理由の提出を勧めています。SIPO はその呼びかけに応え、立場と理由を記録に残すために明示的な反対を投じました。3 プールの投票トランザクションは次のとおりです。

How SIPO Voted on the k Poll: No from Three Pools, Abstain as DRep

What the Poll Asks

This Info Action, submitted by Chris [STR8] at epoch 656, asks whether there is sufficient SPO support to proceed with a later Parameter Change action raising stakePoolTargetNum (k) from 500 to 1000. The proposer declares that support is established only if explicit SPO Yes votes exceed 50 percent of active SPO voting stake, with non-voting stake behaving like No and DRep votes excluded. On 7 October 2026 SIPO voted No as stake pool operator for SIPO, SIPO2 and SIPO3, and abstained as DRep. The proposer connects the decision to ask SPOs first with the principle proposed in CAP #10.

A Fixed Pot, Re-divided

SIPO’s central objection is that raising k changes how the existing reward pot is divided, and nothing else. The proposal states this itself: a higher k would “leave the total epoch reward resources unchanged, all else equal”, and neither setting “determines the number of active pools, independent operators, or economically viable pools”. A change that redistributes a fixed pot does not grow Cardano.

Certain Costs, Uncertain Benefits

The proposal is candid that raising k would not automatically create new pools or independent operators, would not prevent any entity from registering more pool IDs, would not determine where redelegated stake goes, and would not produce a guaranteed change in entity-adjusted decentralisation or operator viability. What it would do with certainty is halve the saturation point and place pools that are currently well within saturation above it. A multi-pool operator can absorb that by rebalancing or registering more pools. A single-pool community operator that has built its delegation over years cannot, and its delegators would be pushed to move by a parameter rather than by any change in that pool’s conduct.

SIPO’s Interest, Stated Plainly

SIPO operates three pools, and at k=1000 one of them would sit above saturation. SIPO would manage that by rebalancing between its own pools. That is why SIPO does not regard this as a question about its own revenue, and why it records the concern on behalf of single-pool operators who have no such option.

Consistency With SIPO’s Earlier Positions

On 7 August 2026 SIPO voted Yes on the bundled minPoolCost action while recording that any increase in k is a separate question that should arrive with a published saturation analysis. On 15 September SIPO abstained on reducing minPoolCost alone, and said it would support a proposal pairing the fixed-cost change with a minimum margin. The principle is the same: parameters that shape stake-pool economics should change as a coherent design. This poll arrives as its own action, as SIPO asked, but without saturation or entity-level analysis, and with k considered in isolation from pledge influence, the reward pot and operator income.

What SIPO Would Consider

SIPO would look again at an increase in k proposed together with a plan to enlarge the pot being shared, whether through growth in on-chain usage and fee income or through an explicit review of the reward design, including monetaryExpansion and treasuryCut, with the trade-offs stated. About 56 percent of circulating ada is staked (56.16 percent at epoch 659, per AdaStat). Bringing more of the remainder into staking would advance both decentralisation and growth.

Why an Explicit No, and Why Abstain as DRep

Non-voting SPO stake already counts against the Yes threshold, but the proposer invites opposing SPOs to cast an explicit No with a rationale, and SIPO does so to put its position and reasons on record. The Tally After the Vote

As of 10:10 JST on 7 October (AdaStat tallies cross-checked against Koios), explicit SPO Yes stands at 0.72 percent of SPO stake (17 pools), actively cast No at 10.52 percent (26 pools), with 88.24 percent not voted and 0.53 percent AlwaysNoConfidence. On the DRep side, Yes is 2.95 percent (27 votes), actively cast No 19.38 percent (26 votes), with 28 abstentions. One Constitutional Committee member has voted Yes and five have not voted. The tally will move until the deadline.
