まず明確にします：私たちは Cardano が TOKEN2049 Singapore に presence を持つこと自体に反対ではありません。EMURGO がコミュニティフィードバックに対して誠意ある対応をしたこと — Title から Platinum への tier 引き下げ、30 builder tickets（10 procured + 20 included）の明示的確保、エコシステムビルダー向け sub-stage 出演枠の明示、Baseline と Top-Up を分離して DRep が個別判断可能とした構造的分離 — は責任ある調整として認識・評価します。
しかし、4 月 18 日 SIPO NO 投票は 原則ベース の判断であり、このタイプの Treasury Withdrawal に対する 4 つの構造的懸念に基づいていました。再提出 Baseline は表層的懸念（tier 引き下げ、builder ticket 明示）には部分的に対応していますが、構造的論点には実質的に対応していません。

4/18 SIPO 4 構造シグナル ― 再提出版での対応状況
① EMURGO の自己資金調達 ― 検討されていない
EMURGO は global enterprise partnerships を持つ商業エンティティです。
4 月 18 日 SIPO 代替案では「EMURGO は商業パートナーシップ資金（sponsors、co-branding、enterprise revenue 配分）で TOKEN2049 sponsorship を pursue する」ことを明示的に示唆しました。
再提出版は、なぜ commercial partnership 資金で（より低価格の Platinum tier $793k でも）カバーできないのかを論じていません。EMURGO の commercial 性質を考えると、TOKEN2049 のような商業イベントへの sponsorship は、Treasury 資金提供よりも EMURGO の事業活動に親和性が高いはずです。
② EMURGO 三重利益相反 ― 未対応
EMURGO（DRep 委任額 約 ₳297m）は本提案において、以下 3 者を兼ねたままです：
- (a) 提案者
- (b) facilitator としての受益者（「100% pass-through」と framing しているが、組織として活動コスト・人件費・調整リソースを吸収）
- (c) 投票権を行使する DRep
「100% pass-through」と表現されている部分について、EMURGO は本提案で operational facilitator の役割を果たします。venue selection / vendor relationships / logistical know-how / 過去 TOKEN2049 実績活用 などの活動コストは組織として吸収します。これは合理的な役割分担ですが、「受益者ゼロ」とは言えません。
本提案は EMURGO DRep の自己提案に対する Abstain 事前表明を含んでいません。4 月 18 日 SIPO 建設的代替案で最低限の情報開示要件として明示しましたが、再提出版は採用していません。
③ 公共財 vs ブランドマーケティング比率 ― 部分的改善
本 Baseline は意味のあるビルダー要素を含み、これは方向性として 評価できます：
- 30 builder tickets 専属確保（20 included + 10 procured）
- sub-stage presentation slots（builders 直接出演）
- on-site coordination（EMURGO による 2 日間 builder 案内）
しかし、$793k の headline 配分 — Platinum tier sponsorship（108 sqm ブース、networking、lead generation positioning）— は依然としてブランドマーケティング性質が強く、direct public-goods support とは言えません。
4 月 18 日 SIPO 批判の核心は「event budget に対する builder direct allocation 比率 が逆転している」というものでした。本再提出版は精神的には部分対応していますが、$ あたりの builder-direct 比率は依然として低いままです（headline は sponsorship、ビルダー要素は補足）。
④ IOG 不在と「unified Cardano」framing
本提案は TOKEN2049 presence を以下のように framing しています：
- 「putting Cardano builders at the forefront」
- 「the Cardano ecosystem on the global stage」
- 「a strategic platform for our ecosystem’s most important asset: its builders」
しかし、署名者は EMURGO のみ です。IOG の参加は触れられていません。
community-first / unified-Cardano framing には、IOG の立場の開示 が必要です — declined / not invited / pursuing separately のどれなのか。コミュニティがこれを真にエコシステム全体のイニシアチブとして評価できるためには、創設 3 エンティティの整合性開示が前提条件です。
過去 SIPO 投票との整合性
SIPO は公共財・インフラ・エコシステム成長資本・ガバナンス制度に一貫して YES を投じてきました。
業界カンファレンスでのイベント sponsorship は、ビルダー focused 要素を含んでいても、以下の条件下では上記カテゴリ外と判断されます：
- (a) 提案者が十分資本化された商業エンティティ
- (b) 利益相反緩和が欠如
- (c) 公共財正当化が headline でない（補足要素として組み込まれているのみ）
本 Baseline はこの 3 条件すべてに該当します。
本 NO は、4 月 18 日に引いた線を矛盾なく明確化するものです。
建設的代替案
SIPO は今後、以下の構造で再提出された TOKEN2049 ecosystem presence 提案については積極的に支持を検討します：
- EMURGO 商業パートナーシップ資金で sponsorship を pursue する
– sponsors、co-branding、EMURGO 既存 enterprise revenue 配分 – 4 月 18 日 SIPO NO voteContext で提示済の代替案
- TOKEN2049 ビルダー showcase に Treasury 資金提供が真に必要であれば、ビルダー直接 grant プログラムとして再構成：

- 将来サイクル分 は、以下の 2 つの目的を分離して構造化する：

結び
EMURGO のコミュニティフィードバックに対する責任ある対応 — Title から Platinum への tier 引き下げ、ビルダー要素の明示化、構造的分離による独立投票化 — に敬意を表します。
しかし、4 月 18 日 SIPO NO 投票の 原則ベース の判断は、本再提出版でも維持されるべきです。tier 引き下げと builder focus 改善は方向性として正しいですが、自己資金代替（EMURGO commercial partnership） / 三重利益相反 / 公共財 headline 比率 / IOG 不在 の構造的論点はすべて未解決のままです。
過去の EMURGO の Cardano エコシステム展開実績には敬意を表します。今後、明示的な利益相反緩和 と builder-direct 配分を headline（補足ではなく） とした構造の TOKEN2049 ecosystem presence 提案については、積極的に支持してまいります。
以上の理由により、SIPO DRep として本提案に反対（NO）を投じます。
SIPO DRep: How We View the “Cardano at TOKEN2049 Singapore 2026: Baseline ‘Platinum’ Sponsorship” Proposal ― Analysis, NO Vote, and Stance
Introduction
This article presents SIPO DRep’s analysis and decision on the governance action “Cardano at TOKEN2049 Singapore 2026: Baseline ‘Platinum’ Sponsorship Proposal,” submitted in Epoch 628 on 2026-04-30.
This is not a standalone new proposal. It is the resubmission of the TOKEN2049 baseline sponsorship portion of the original “Cardano Summit 2026 and TOKEN2049 Singapore” combined proposal, on which SIPO voted NO with explicit principle-based reasoning on 2026-04-18. EMURGO responded to community feedback by splitting it into three independent resubmissions — Summit (CF-led), TOKEN2049 Baseline (this proposal), and TOKEN2049 Top-Up — reducing the tier from Title to Platinum and reducing the combined ask.
SIPO has reviewed all three resubmissions and votes NO on each individually. This article covers the TOKEN2049 Baseline portion.
To be explicit: we are not opposed to Cardano having a presence at TOKEN2049 Singapore. We acknowledge EMURGO’s good faith response to community feedback — the restructuring from Title to Platinum tier (lower-cost), the explicit dedication of 30 builder tickets (20 included + 10 procured), the dedicated sub-stage presentation slots for ecosystem builders, and the structural separation that allows DReps to make an isolated decision on the baseline versus the upgrade. These are responsible adjustments.
However, SIPO’s April 18 NO vote was principle-driven, anchored in four structural concerns about the Treasury Fit of this kind of withdrawal. The resubmitted Baseline addresses some surface concerns (tier downgrade, builder ticket explicit) but does not materially address the structural issues.

Main changes from the April 18 combined proposal:

The Four Structural Signals from April 18 ― How the Resubmission Responds
① EMURGO self-funding ― not explored
EMURGO is a commercial entity with global enterprise partnerships.
The April 18 SIPO alternative explicitly suggested EMURGO pursue TOKEN2049 sponsorship through commercial partnership funding (sponsors, co-branding, enterprise revenue allocation) rather than treasury withdrawal.
The resubmission does not address why commercial partnership funding cannot cover this — even at the lower Platinum tier ($793k USD). Given EMURGO’s commercial nature, sponsorship of commercial industry events like TOKEN2049 sits more naturally within EMURGO’s business activities than within treasury-funded public-goods work.
② EMURGO three-way conflict of interest ― unaddressed
EMURGO (DRep with approximately ₳297m delegated) remains simultaneously:
- (a) the proposer
- (b) the direct beneficiary as facilitator (despite the “100% pass-through” framing, the organization absorbs operational costs, staff time, coordination resources)
- (c) an active DRep voting on the outcome
On the “100% pass-through” framing: EMURGO serves as operational facilitator in this proposal — venue selection, vendor relationships, logistical know-how, leveraging prior TOKEN2049 experience. These activity costs are absorbed by the organization. This is a reasonable role division, but it is not “zero beneficiary.”
The proposal does not publicly pre-commit EMURGO DRep to Abstain on its own action. SIPO’s April 18 constructive alternative named this as a minimum disclosure requirement; the resubmission does not adopt it.
③ Public-goods vs brand marketing ratio ― partial improvement
The Baseline does include meaningful builder elements, which we appreciate as movement in the right direction:
- 30 dedicated builder tickets (20 included + 10 procured)
- sub-stage presentation slots (builders presenting directly)
- on-site coordination (EMURGO leading builders across two days)
However, the $793k headline allocation — a Platinum tier sponsorship (108 sqm booth, networking, lead generation positioning) — still has the character of brand marketing rather than direct public-goods support.
The core of SIPO’s April 18 critique was that “the builder-direct allocation ratio relative to event budget should not be a small fraction.” The resubmission addresses this in spirit but not in headline structure — builder elements remain supplementary, sponsorship remains headline. The per-dollar builder-direct ratio remains low.
④ IOG absence and “unified Cardano” framing
The proposal frames the TOKEN2049 presence as:
- “putting Cardano builders at the forefront”
- “the Cardano ecosystem on the global stage”
- “a strategic platform for our ecosystem’s most important asset: its builders”
But the proposal is signed by EMURGO only. IOG’s participation is not addressed.
The community-first / unified-Cardano framing requires disclosure of IOG’s position — declined / not invited / pursuing separately — for the community to evaluate whether this is genuinely an ecosystem-wide initiative. Without that disclosure, the unified-Cardano language remains aspirational.
Consistency with SIPO’s Prior Votes
SIPO has consistently voted YES on public goods, infrastructure, ecosystem growth capital, and governance institutions.
Event sponsorship at industry conferences, even with builder-focused elements, falls outside those categories when:
- (a) the proposer is a well-capitalized commercial entity
- (b) conflict-of-interest mitigation is absent
- (c) the public-goods justification is not the headline of the proposal (only supplementary elements are builder-focused)
The Baseline meets all three of these conditions.
A NO here continues to clarify, rather than contradict, the line SIPO drew on April 18.
Constructive Alternatives
SIPO would positively consider future TOKEN2049 ecosystem presence proposals structured as follows:
- EMURGO pursues TOKEN2049 sponsorship through commercial partnership funding
– Sponsors, co-branding, allocation from EMURGO’s existing enterprise revenue – As suggested in the April 18 SIPO NO voteContext
- If treasury funding for a TOKEN2049 builder showcase is genuinely needed, restructure as a builder-direct grant program:
– Catalyst-style sub-allocation for ecosystem projects to attend / present / showcase – EMURGO as logistical facilitator only (zero proposer financial benefit) – Joint disclosure of CF / EMURGO / IOG positions – Pre-committed Abstain from proposer DReps
- For future cycles, separate two distinct goals:
– “Cardano logistical presence (operational)” = positioned as public-goods-aligned grant – “Cardano sponsorship branding (marketing)” = positioned as commercial
Closing
We thank EMURGO for the responsible response to community feedback — the Title to Platinum tier downgrade, the explicit dedication of builder elements, and the structural separation enabling independent voting.
However, SIPO’s April 18 principle-driven NO judgment is preserved in the resubmission. The tier downgrade and builder focus improvement are directionally right, but the structural issues — EMURGO commercial-partnership-funding alternative / three-way conflict / public-goods-vs-brand-marketing headline / IOG absence — all remain unresolved.
We have profound respect for EMURGO’s ecosystem development track record. We look forward to supporting future TOKEN2049 ecosystem presence proposals structured with explicit conflict-of-interest mitigation and builder-direct allocation as headline rather than supplement.
For these reasons, SIPO DRep votes NO on this proposal.
