How SIPO Views the “Reforming Treasury Governance” Info Action — A DRep Perspective —
Overview
This is a non-binding info action. It authorizes no treasury spending and changes no protocol parameter or the constitution; it invites the community to discuss reforming Cardano’s treasury-governance process. It was submitted by AtlasHub (DRep).
The Problem It Names
The diagnosis is clear. Today, each project that needs funding submits its own separate treasury withdrawal, and DReps vote on them one at a time, in comparison with one another. Distinct and independently important domains — core infrastructure, developer tooling, research, ecosystem growth — are thereby placed in a competition for scarce funds. This, the proposal argues, has bred conflict and contributed to a funding gridlock. It is not abstract: many treasury withdrawals are currently being voted down at high rates, exactly the pattern the action describes.
What It Proposes
The action sketches an alternative built on one idea: DReps would vote on domain-structured budgets rather than on individual projects. It proposes a three-stage process — (1) vote on the Net Change Limit, (2) vote on the budget (total, structure, and per-domain allocations) with no individual projects yet in view, and (3) vote on a consolidated treasury withdrawal that funds selected projects within the budget. Why SIPO Shares the Diagnosis
SIPO shares the problem statement. SIPO’s stated objective is to build sustainable decentralized governance for Cardano, and the present pattern — many withdrawal actions voted down simultaneously amid escalating friction — is not healthy treasury governance. The problem the action names is real and worth the community’s attention.
Why SIPO Does Not Vote Yes
SIPO does not, however, endorse this particular framework. Two of its central mechanisms sit in tension with principles SIPO has committed to as a DRep. First, delegating project evaluation and selection to an appointed expert commission, and reducing DReps to voting on budgets rather than on the funding of specific projects, narrows the direct, project-level scrutiny that SIPO regards as part of decentralized governance and of the “maximum utilization of direct voting functions” its activity policy advocates. Second, the accountability, election method, capture-resistance, and removal process for the proposed strategic entity and expert commission are left unspecified; concentrating budget preparation and project selection in two appointed bodies is a centralizing step that would require far stronger guardrails than a discussion sketch can provide. SIPO also notes that treasury and budget reform is already advancing through the established Cardano Budget Process route, which SIPO has supported, and prefers reform to converge and mature there rather than endorse a parallel, single-author proposal at the sketch stage.
Why SIPO Does Not Vote No
Nor does SIPO vote No. On a discussion-stage info action that carries no spending or rule change, a No would read as dismissing a legitimate and necessary conversation. Consistent with its policy of advocating for the community as a whole without being tied to any specific group or position, SIPO recognizes the problem and engages in the discussion while neither endorsing nor rejecting this specific, incomplete framework.
Final Position — Abstain
SIPO therefore abstains. It shares the concern about treasury-governance dysfunction and accepts that reform is needed, but it will not fully endorse — nor fully reject — a specific framework that introduces new appointed bodies while its tensions with direct voting and decentralization, and its institutional design, remain unresolved. SIPO will continue to engage constructively as concrete, well-guardrailed proposals develop.
