この引き出し案をどう見たか：SIPO DRep としての分析とスタンス
実際の需要と、積み上げた実績を重く見る
SIPO は 6 月、インドなどの農家の記録を Cardano に載せる 5am.earth Trust Layer に賛成しました。そのときの決め手は、計画ではなく、すでに使われている実績でした。今回も同じ線で判断しています。
Trivolve Tech は、Project Catalyst の資金で科学捜査の記録を管理する FMS を作りました。FMS は 2025年9月から、インド北部のウッタル・プラデーシュ州警察とともに Cardano のメインネットで動いています。管理者を務める Cardano Foundation は、そのスクリプトアドレスで 161,070 件の取引があったと報告しています。PFMS は、証拠の流れの 1 段階を担う FMS を、5 段階すべてに広げるものです。
1 つの州のためだけのシステムではない
PFMS の中核（6 つのエンジン、各段階のスマートコントラクト、身元を管理する DID レジストリ、検証の仕組み、テストデータ）は、12 か月目のマイルストーン（M3）で Apache License 2.0 のもとで公開され、15 か月目（M4）に最終版が引き渡されます。他の州や国、開発者が同じ仕組みを使えます。国庫が持つのは、この再利用できる部分の開発費だと SIPO は読んでいます。
支払いは、確かめてから
5 回の支払いのうち 4 回は、独立した検証者と管理者がマイルストーンを確認してから出ます。12 か月目には実際の記録から生まれたメインネットの取引 10 万件、15 か月目には 5 段階あわせて 39 万件以上の継続的な利用が条件です。利用が生まれなければ、その先の支払いは出ません。
支出は 1 ADA = 0.30 米ドルを上限とし、それを超える価値と、使われなかった資金は国庫へ戻ります。本件による引き出し上限（Net Change Limit）の使用率は 91.5% から 93.4% になります。
過去の投票との線引き
この賛成が、これまでの棄権や反対と矛盾しないことを、SIPO 自身の言葉で書いておきます。
資金の保管：OriLife・Strike Finance との違い
SIPO は OriLife と Strike Finance で棄権しました。どちらも、国庫の資金が提案者自身の 1 つの鍵のもとに置かれ、守りの仕組みが約束にとどまっていたからです。本件では、資金を保管するのは受注者とは別の Cardano Foundation で、受注者は検証を経てから後の支払いを受け取ります。
ただし、提案は資金を「管理者のマルチシグ wallet アドレス」で保管すると書いていますが、引き出し先は 1 つの鍵で動かせるアドレスで、マルチシグのスクリプトではありません。憲法委員会の Tingvard も、違憲ではないとしたうえで、この記述は不正確だと記録しています。SIPO は、記述の訂正と、実際の管理方法の公開を求めます。
創設エンティティの役割：Wirex との違い
Cardano Foundation は、この提案の共著者であり、管理者であり、賛成を投じた DRep でもあります。SIPO が 7月に Wirex の提案に反対したのは、創設エンティティとの関係が提案に書かれていなかったからでした。本件では、Cardano Foundation の役割はすべて開示されています。分かれ目は、当事者が誰かではなく、開示されているかどうかです。
誰が開発費を払うか
反対した DRep の多くが挙げたのは、「州政府が発注するシステムの開発費を、なぜ国庫が払うのか」という問いです。国庫が開発費を持ち、州が運用費を持ち、Trivolve Tech は州から保守料を受け取ります。SIPO がこの分担を本件で受け入れるのは、中核がオープンソースとして公開され、他の州や国が再利用できるからです。政府の案件を受注した事業者の開発費を国庫が持つことを、標準の形にすべきではないとも考えています。
確かめられないこと
州との契約は機密で、読んだ外部の者は Cardano Foundation だけです。テランガナ州での導入は、まだ公の場で確認されていません。SIPO が依拠したのは、確かめられる FMS の実績と、メインネットでの利用が生まれなければ止まる支払いの仕組みです。

- 8 か月目のマイルストーン（M2）までに、導入先の州政府による公の確認（発表、または調達記録の要約）を示すこと
- 「マルチシグ」の記述を訂正し、管理者が受け取り口座をどう管理しているかを公開すること
- 3 か月目のマイルストーン（M1）で、契約締結時の 180 万 ADA の使い道を報告すること
- 取引件数と並べて、実際に行われた検証（検証された証拠の件数、それを使った事件の件数）を報告すること
- 可能な範囲で、12 か月目より前にコードを公開すること
- 今後の議案では、管理者を務める組織はその議案で DRep として棄権すること。発注元の政府のために作るシステムの提案では、その政府の共同出資を示すこと
Cardano が公的機関の「信頼の土台」として実際に働くことは、エコシステムにとって大きな一歩です。SIPO はマイルストーンの報告を追っていきます。

日本時間 11月5日 11:23 時点のチェーン上の集計では、DRep の賛成は 24.07%（33 票）、投票済みの反対は 24.24%（40 票）、常時不信任は 2.55%、未投票は 49.14%、棄権は 6 票です。SIPO の投票で、賛成は 21.8% から 24.07% になりました。憲法委員会は賛成 2・反対 0・未投票 5 です。
可決には DRep 67% と委員会 2/3 の両方が要り、期限は 11月21日です。

How SIPO Voted on “PFMS”: A Yes, With Expectations
Real Demand and Delivered Usage
SIPO voted Yes on the 5am.earth Trust Layer in June because of usage already delivered, not plans. The same line applies here. Trivolve Tech’s Forensic Management System, built with Project Catalyst funding, has run on Cardano mainnet with the Uttar Pradesh Police since September 2025, and the Cardano Foundation reports 161,070 transactions at its script address. PFMS extends that work from one stage of the chain of evidence to all five, starting with the state of Telangana, which is to cover transaction fees, infrastructure and maintenance after deployment.
A Reusable Public Good
The PFMS core, including the six engines, the stage smart contracts, the DID registry, the verification layer and the test vectors, is to be released under the Apache License 2.0 at M3, with the final handover at M4. Other states, countries and builders can reuse it. SIPO reads the treasury’s share as funding that reusable core.
Payment Discipline
Four of the five tranches are released only after an independent assurer and the administrator have verified the milestone. M3 requires 100,000 mainnet transactions from live sources and M4 at least 390,000 across all five stages. Spending is capped at USD 0.30 per ada, value above the cap and unspent funds return to the treasury, and 70% of paid verification revenue is to go to the treasury, with 20% to core Cardano library maintenance. The request takes Net Change Limit usage from 91.5% to 93.4%.
Where SIPO Draws Its Lines
Custody: SIPO abstained on OriLife and Strike Finance, where treasury funds would sit with the proposer itself under a single key. Here the funds sit with an administrator separate from the vendor. However, the proposal describes the destination as “the administrator’s multi-sig wallet address”, while it is a key-hash address, not a multisignature script; Constitutional Committee member Tingvard recorded the same inaccuracy. SIPO asks for the statement to be corrected and the actual control arrangement published.
The founding entity’s roles: the Cardano Foundation is co-author, administrator and a DRep that has voted Yes. SIPO voted No on Wirex because a founding entity’s involvement was not disclosed; here every role is disclosed.
Who pays: the treasury funds the build while the state funds operation and Trivolve Tech earns maintenance fees from the state. SIPO accepts this split here because the core is released as open source, and it should not become the default for vendors winning government contracts.
Verifiability: the state agreements are confidential and the Telangana deployment has not yet been confirmed publicly. SIPO relies on the verifiable track record and on payments that stop if mainnet usage does not arrive.
SIPO’s Expectations
Public confirmation from the deploying state government before M2; correction of the “multi-sig” statement and publication of how the administrator controls the receiving account; a report on the 1,800,000 ada kickoff tranche at M1; reporting of verifications actually performed alongside transaction counts; code published before M3 where possible; and, for future actions, an administrator abstaining as a DRep on actions it administers and government co-funding for systems built for a commissioning government.
The Tally at the Time of the Vote
As of 11:23 JST on 5 November, the on-chain tally shows DRep Yes at 24.07 percent (33 votes), actively cast No at 24.24 percent (40 votes), AlwaysNoConfidence at 2.55 percent, not voted at 49.14 percent, and 6 abstentions; SIPO’s vote moved Yes from 21.8 percent. The Constitutional Committee stands at 2 Yes, 0 No and 5 not voted. Ratification requires both DRep 67 percent and committee two-thirds, and the action expires on 21 November.
