憲法委員会メンバー追加提案について──SIPO DRepとしての見解と投票スタンス

- そこで、Intersectによるスナップ選挙（11月17日〜12月9日）で選ばれた候補者を正式に憲法委員会として追加し、 ガバナンスを完全復旧させる ──というものです。
今回選出されたのは Cardano Curia。任期は Epoch 653 まで。

この提案は、カルダノのガバナンスにとって非常に重要な意味を持つものですので、SIPOとして内容の解説と、私たちがどのような判断を下したのかをまとめておきたいと思います。
1. この提案は何を目的にしているのか？
今回の提案は、憲法委員会のメンバーを1名追加し、委員会を最低必要人数の7名に戻すことを目的としたものです。
実は、Epoch 597においてCardano Atlantic Councilが委員を辞任したことで、憲法委員会は6名になってしまっていました。
CCは「committeeMinSize＝7名」を下回ると、重要なガバナンス提案をラチェット（承認）できなくなるため、カルダノ全体の意思決定プロセスが大きく制限されてしまいます。
特に影響が出るのは：
- 予算提案（Treasury Withdrawal）
- ネットチェンジリミット（NCL）
- プロトコルパラメータ更新
- 憲法改正などの重大なアクション
こうしたガバナンス機能がストップしてしまった状態を解消するために、Intersectが緊急のスナップ選挙を実施し、今回の提案が提出されたという背景があります。
2. スナップ選挙の結果と選ばれたメンバー
Intersectが主催したオフチェーン投票は、以下のとおり大きな参加を得ました。
- 参加DRep：88名
- 参加ステーク量：3,160,499,917 ADA
- 当選者：Cardano Curia（33 DReps・1.679B ADA支持）
選挙プロセスは透明で検証可能で、IPFS監査ファイルやMerkleハッシュ確認スクリプトまで公開され、カルダノ憲法とガードレールの要件にも沿ったものでした。
今回の提案は、この選挙結果をオンチェーンで正式に承認するための最終ステップです。
3. この提案がカルダノにもたらす恩恵
✔ 1. ガバナンス機能が正常に復旧する
CCの人数が揃うことで、
予算・NCL・パラメータ変更・憲法関連などの主要アクションが再び処理可能になります。
これはCatalystや基盤開発にとって非常に重要です。

Cardano Curiaはガバナンス教育や憲法理解に強く、
制度的な質と安定性を向上させる役割を期待できます。

というプロセスがスムーズに行われたことは、
カルダノのガバナンスが成熟し、自己修復能力を備えたネットワークになった証拠です。
4. SIPO DRepとしての最終判断：YES
SIPOは、この提案に YES（賛成） を投じました。
その理由は以下のとおりです。
- ガバナンス機能の完全復旧がカルダノにとって最重要であるため。
- 透明で民主的な選挙結果を尊重するため。
- Cardano Curiaの参加が委員会に新たな価値と専門性をもたらすため。
- CIP-1694とカルダノ憲法に沿った正当なプロセスであるため。

🟦On the Proposal to Add a Constitutional Committee Member — SIPO DRep’s Explanation and Voting Position
On December 10th, 2025, a governance action was submitted to add a new member to the Cardano Constitutional Committee (CC).
This proposal plays an important role in maintaining the integrity and continuity of Cardano’s on-chain governance, so I’d like to explain its significance and share why SIPO voted YES.
1. What is this proposal trying to achieve?
The goal of this governance action is simple but essential:
to restore the CC to the required minimum of seven members by adding one new committee member.
In Epoch 597, Cardano Atlantic Council resigned from the CC, reducing the committee to six members. Because the CC must have at least seven members to ratify certain governance actions, the resignation effectively caused a partial governance freeze.
The following important actions could no longer proceed:
- Treasury withdrawals
- Net Change Limit proposals
- Protocol parameter updates
- Constitutional amendments
To resolve this situation, Intersect organized a snap election, and this proposal is the on-chain step to formalize its outcome.
2. Results of the Snap Election
The snap election demonstrated strong community participation:
- Participating DReps: 88
- Total stake represented: 3,160,499,917 ADA
- Elected candidate: Cardano Curia (33 DReps, 1.679B ADA)
The process was transparent, verifiable, and fully aligned with the Cardano Constitution.
Audit files, signatures, and Merkle hash verification scripts were all published for public review.
This governance action confirms those results and reinstates a fully functional constitutional committee.
3. Why this matters for Cardano

Returning to a 7-member CC allows the ecosystem to resume processing:
- Treasury budgets
- NCL proposals
- Key protocol changes
- Constitutional matters
This is essential for ongoing growth and development.

Their knowledge of constitutional design and governance processes will strengthen the CC and improve long-term decision-making.

The chain demonstrated:

This is a strong indicator that Cardano now has a mature, self-healing governance system.
4. SIPO’s Final Decision: YES
SIPO voted YES on this proposal for the following reasons:
- Restoring governance functionality is crucial for the ecosystem.
- The election was transparent, democratic, and constitutionally valid.
- Cardano Curia contributes positively to governance quality.
- The proposal aligns with CIP-1694 and the Cardano Constitution.
As a DRep, SIPO considers stable and trustworthy governance to be one of our most important responsibilities.
This proposal directly supports that mission, and we are confident that approving it is the best choice for Cardano’s future.
