🏛️ SIPO DRepの立場：「Cardano 2030 Vision & Strategy」提案に対して
2025年9月に提出されたガバナンス提案「Defining the Cardano 2030 Vision & Strategy」は、カルダノの2030年に向けた長期ビジョンをオンチェーンで定義しようとする、重要なステップです。
この投票は拘束力を持たない“Info Action”ではありますが、今後の憲法やロードマップ、資金配分の方向性に影響を与える可能性を持つものです。
SIPO DRepとして、私たちはこの提案に「条件付き賛成（Yes with conditions）」の立場を取ります。

賛成の理由は明確です。カルダノが共有された未来像を持ち、民主的に方向性を定義するプロセスそのものを支持するためです。
ただし、その内容にはさらに深めるべき重要な要素があると考えています。
🔹 賛成の趣旨
本提案の理念――カルダノコミュニティが共通のビジョンを形成すること――には強く賛同します。
Cardanoが持続的な成長と社会的意義を両立するためには、民主的な合意と明確な方向性が欠かせません。
この投票は、まさにそのための第一歩です。
しかし同時に、現段階の「2030ビジョン」はまだ抽象的であり、
カルダノが現実世界の経済・社会・ガバナンスにどのように貢献していくのかという具体的な設計が不足しています。
そのためSIPOとしては、以下の4つの方向性を明確に追加すべきだと考えます。
🔸 SIPOが求める4つの重点拡張領域
1. 公共インフラと地域経済の統合
カルダノは金融ネットワークを超えて、地域社会の再構築インフラとなるべきです。
日本で進行中のAIRA（イザナミ）プロジェクトのように、地方自治体・住民・企業を結ぶWeb3基盤は、
カルダノが「公共」を支えるブロックチェーンとして進化できることを示しています。
2. 安定通貨とDeFi流動性基盤の強化
カルダノ経済の持続的成長には、透明で安定したステーブルコインと流動性レイヤーが不可欠です。
USDAやLiqwid、Optim、Minswapといったプロジェクトはその基礎を形づくっています。
ビジョンには、こうした分散型金融基盤をどう育てるのかが明確に示されるべきです。
3. ZK・AI・Hydra/Leiosの統合によるスケーリング
スケーラビリティとプライバシーを同時に実現するには、
HydraとLeiosによる並列処理、ZK技術による検証可能なプライバシー、
そしてAIによる自律的ガバナンスを融合する必要があります。
これこそがカルダノが目指す「Civilization OS（文明オペレーティングシステム）」の姿です。
4. 憲法ガバナンスとIntersect整合性
この提案は今後のカルダノ憲法制定の前段階でもあります。
コミュニティが主導するビジョンこそが制度設計を方向づけるべきであり、
Intersectや各委員会のガバナンス構造はその意思を反映する必要があります。

SIPO fully support the process of defining a shared, community-driven vision,
but emphasize the need to expand the current document to capture the true depth and potential of Cardano as a civilization-scale infrastructure.
🔹 Purpose of Our Support
SIPO agree with the principle behind this proposal — building a shared long-term vision through democratic participation.
Cardano’s success depends not only on technical progress but on a clear, inclusive, and community-backed direction.
However, the current vision remains too abstract.
It must define how Cardano will empower real-world economies, communities, and governance systems.
Therefore, SIPO believes the 2030 strategy must expand in four key dimensions.
🔸 Four Strategic Areas for Expansion
1. Integration of Public Infrastructure and Regional Economies
Cardano should evolve beyond financial networks into a foundation for local governance and community resilience.
Projects like AIRA (Izanami) in Japan demonstrate how blockchain can support public services and regional economies.
These must be recognized as prototypes of decentralized public infrastructure.
2. Stablecoin and DeFi Liquidity Foundation
A sustainable Cardano economy requires transparent, stable liquidity rails.
USDA, Liqwid, Optim, and Minswap represent early foundations of this system.
The 2030 vision should clarify how Cardano will achieve financial sovereignty with regulatory trust.
3. Integration of ZK, AI, Hydra, and Leios
Scalability and privacy will define the next decade.
Combining Hydra and Leios for performance, ZK proofs for verifiable privacy,
and AI-driven governance for adaptability forms the basis of Cardano as a Civilization Operating System —
a network designed for human and institutional coordination at a global level.
4. Constitutional Governance and Intersect Alignment
This proposal serves as a pre-constitutional milestone for Cardano.
The community’s long-term vision must shape institutional design — not the other way around.
Transparency, inclusion, and accountability must remain central to every governance layer.

SIPO support this proposal as a meaningful step in Cardano’s democratic evolution.
But this support comes with a clear message:
Cardano’s 2030 vision must integrate public infrastructure, DeFi liquidity, regional economies, and ZK/AI governance
