SIPO DRepとしてのスタンス：Cardano Critical Integrations Budget に「Yes」を投票
SIPO は、このたび提出された「Cardano Critical Integrations Budget」提案に賛成票を投じました。ここでその理由と、賛成しつつもコミュニティとして注意したいポイントをお伝えしたいと思います。
■ 提案の概要：何を目的とした 7,000 万 ADA なのか
今回の提案は、Cardano の発展に不可欠な基盤インフラを一括で整備するために、Treasury から 7,000 万 ADA を活用するというものです。対象となるインフラは以下の5つの領域で、いずれも Cardano のエコシステムにとって「欠けている中核部品」です。
1. ティア1安定通貨（Stablecoin）
Cardano が大規模な DeFi と外部流動性を獲得するための最重要レイヤー。
その導入にはオラクル・ブリッジ・カストディなど他の基盤が必須。
2. グローバル価格オラクル（Tier-one Oracle Provider）
世界的に信頼されているオラクルの統合が必要。
現状の Cardano には“グローバル水準のオラクル”が存在せず、安定通貨や機関向けアプリが参入しにくい状態。
3. クロスチェーンブリッジ
他チェーンから流動性とユーザーが移動するためのインフラ。
ブリッジなしでは資本流入が発生しにくく、TVL 成長に構造的な限界がある。
4. インスティテューショナル・カストディと高度ウォレット基盤
多額を扱うユーザーや機関投資家向けの安全な保管・送金・接続レイヤー。
大規模な採用の前提条件。
5. オンチェーン分析基盤（Analytics）
エコシステムの透明性、リスク管理、機関参入に不可欠。
市場監視やコンプライアンス面での信頼性を高める。
これらを IOG、Cardano Foundation、EMURGO、Midnight Foundation、Intersect が共同で進め、資金管理は Intersect が憲法準拠の枠組みのもとで実施します。
支払いはマイルストーン方式で、未使用分は 24 か月後に Treasury に返還されます。
■ なぜ SIPO は「Yes」を選んだのか
今回の提案は、Cardano が長年抱えてきた大きな課題、つまり「基盤的なインフラの不足」を解消するためのものです。ティア1安定通貨、グローバルオラクル、クロスチェーンブリッジ、機関向けカストディ、高機能ウォレット、分析プラットフォームなど、どれも Cardano のエコシステムに必ず必要になるインフラばかりですが、これまで体系的に整備できていませんでした。
SIPO は、これらの欠如が Cardano の液性流入や TVL 成長を妨げる最大の要因だったと考えています。今回の予算案は、こうした「生態系の基盤レイヤー」をまとめて整える大規模かつ戦略的な取り組みであり、Cardano を次の段階へ押し上げる重要な一歩です。
さらに、資金管理は Intersect が憲法準拠の枠組みで行い、マイルストーン方式の支払い・未使用資金の返還・独立監査など、透明性と責任性の高い仕組みが整備されています。この点も SIPO は高く評価しています。
SIPO は、Cardano が長期的に持続可能なレイヤー1として存在し続けるためには、安定通貨と外部流動性の導入が不可欠であると考えています。そのため、この提案は Cardano の未来にとって大きな意味を持つと判断しました。
■ 「Yes」だが、いくつか懸念点もあります
SIPO は賛成しつつも、コミュニティとして気をつけたいポイントがいくつかあると考えています。
統合パートナー名が契約完了まで公開されない点透明性の確保という意味で慎重に扱う必要があります。公開可能な範囲は最大限開示してほしいと考えています。
Treasury残額の大部分を使う規模である点費用対効果の検証、マイルストーン進捗、独立監査の報告などは厳格にチェックしていく必要があります。
ブリッジやオラクルは最もセキュリティリスクが高い領域である点選定基準やセキュリティモデルが明確に説明されることを求めます。
SIPO は提案の戦略的価値を十分に理解したうえで賛成していますが、同時に、透明性と監査性の確保こそがこの予算の成功に不可欠だと考えています。
■ 最後に
SIPO は、今回の提案が Cardano の成長にとって大きな意味を持つと感じており、その実行が憲法とコミュニティガバナンスに沿って適切に進んでいるかどうか、今後も継続的に見守っていきます。
この取り組みが、Cardano にとって次のフェーズを切り開く重要な土台になることを期待しています。
SIPO’s DRep Position: I Am Voting “Yes” on the Cardano Critical Integrations Budget
As a DRep, I have voted Yes on the “Cardano Critical Integrations Budget” proposal. In this post, I would like to share why I support the proposal, along with several points I believe the community should keep in mind as we move forward.
■ Why I Am Voting Yes
This proposal addresses one of Cardano’s most persistent challenges: the lack of essential, ecosystem-wide infrastructure. Tier-one stablecoins, global pricing oracles, secure cross-chain bridges, institutional custody, advanced wallet infrastructure, and analytics platforms are all foundational components that Cardano has needed for years but has not yet been able to deploy at scale.
I believe these missing pieces have been the primary barrier preventing larger liquidity inflows, institutional participation, and stronger DeFi traction. This proposal takes a strategic, ecosystem-level approach to delivering all of these critical integrations together, making it a meaningful step toward elevating Cardano to the level of maturity expected of a major layer-one network.
I also appreciate the governance structure behind the proposal. Funds will be administered by Intersect under constitutional safeguards, with milestone-based disbursements, independent audits, and the return of unused funds. This gives the proposal a robust and responsible operational foundation.
For Cardano to achieve long-term sustainability as a layer one, stablecoins and external liquidity are essential. This budget is directly aligned with that goal, which is why I support it.
■ Voting Yes, but With Important Reservations
While I support the proposal, there are several concerns I believe the community should be aware of:
Integration partners will not be disclosed until contracts are signed.Transparency will be crucial, and I encourage the Steering Committee to share all information that can reasonably be disclosed.
The proposal uses most of the remaining Treasury funds under the current NCL.This makes rigorous milestone tracking, audit reporting, and cost-effectiveness evaluations more important than ever.
Bridges and pricing oracles carry significant security risks.Their selection criteria and security models must be clearly explained, and a security-first approach is essential.
I fully understand the strategic value of this proposal and support it, but I also believe that transparency and auditability are critical to its success. These integrations will shape Cardano for years to come, and they must be executed with the highest level of accountability.
■ Closing Thoughts
I view this proposal as an important foundation for Cardano’s next phase of growth. As a DRep, I will continue monitoring its execution to ensure that it aligns with the Cardano Constitution and the principles of community governance.
I am optimistic that this initiative will help unlock new economic activity, deeper liquidity, and a stronger ecosystem future for Cardano.
