憲法委員会メンバー追加提案（Christina）について

という提案について、内容の整理と解説、そして SIPO DRepとしてのスタンスをまとめてお伝えします。

本記事は、特定の個人を推す・推さないという話ではなく、

Cardanoのオンチェーン・ガバナンスが今どの段階にあり、どんな判断が求められているのか

という視点で書いています。

この提案は何を目的としているのか？

この提案は、憲法委員会（Constitutional Committee / CC）のメンバーを1名追加することを目的とした、

コミュニティ主導の Update Committee ガバナンスアクションです。

重要なポイントは、すでにオンチェーンで承認されている

Cardano Curia のCC参加を否定・置換するものではない

という点です。

実際にこの提案では、

• Curia追加のガバナンスアクションを previousGovActionId として明示的に参照
• Ledger上の順序と整合性を厳密に守る設計

が採られており、「結果を覆す提案」ではなく、

確定した決定を前提に、その上で追加する構造になっています。

なぜ「追加」が議論されているのか？

背景には、以下の事情があります。

• Intersectが実施したスナップ選挙では Christina と Cardano Curia の得票差が非常に僅差だったこと
• 現在のCCには minCommitteeSize（7） という最小人数制約があり これを下回ると、CC承認が必要なガバナンスが停止するリスクがあること

つまりこの提案は、

• 僅差で示された民意を完全に切り捨てるのではなく
• 既存の決定を尊重しながら
• ガバナンス継続性を高める

という、かなり実務的・構造的な問題意識から出てきたものだとSIPOは理解しています。

SIPOが評価しているポイント

SIPO DRepとして、この提案について評価している点は大きく3つあります。

1. ガバナンスを「止めない」ためのレジリエンス強化

CIP-1694によって、Cardanoは完全オンチェーン・ガバナンスに入りました。

その中で、ガバナンスが止まること自体が最大のリスクになります。

CCを最小人数より1名多く構成することで、

• 予期せぬ辞任
• 一時的な不在
• 活動停止

があっても、ネットワークの意思決定が継続できる状態を保てます。

これはDRepとして、非常に重要な観点だと考えています。

2. 既存決定と衝突しない安全な設計

この提案は、

• Curiaの選出結果を尊重している
• CC承認閾値（67%）を変えていない
• 既存メンバーを誰一人外していない

という点で、ガバナンスの安定性を損なわない設計になっています。

「政治的なやり直し」ではなく、

制度としての追加・補強である点は明確です。

3. Permissionless Governance が実際に機能している例

この提案は、

• 財団や企業主導ではなく
• コミュニティ個人によって
• 憲法・CIP・台帳ルールを理解した上で
• 完全にオンチェーンで提出されています

SIPOはこれを、

CIP-1694が“机上の設計”ではなく、現実に機能している証拠として評価しています。

SIPOが同時に意識している注意点

一方で、SIPOはこの提案を無条件に一般化すべきものだとは考えていません。

• 毎回、次点候補を追加する文化が定着してしまわないか
• CCが過度に肥大化しないか
• オフチェーン選挙とオンチェーン修正の関係が曖昧にならないか

こうした点は、今後きちんと制度として整理される必要があります。

今回の判断は、

• 僅差
• 欠員リスク
• 過渡期のガバナンス体制

という限定的な文脈でのものです。

SIPO DRepとしての結論

以上を踏まえ、SIPO DRepはこの提案に Yes を投じます。

それは、

• 特定の個人を支持するからではなく
• 感情的な判断でもなく
• Cardanoのガバナンスを止めないための 構造的・制度的な判断

です。

SIPOは今後も、

「誰が選ばれたか」より

「どんなルールと前例が残るか」

を重視しながら、DRepとしての判断を行っていきます。

On the Proposal to Add a Constitutional Committee Member (Christina)

— SIPO DRep’s Perspective and Voting Stance —

Hello, this is SIPO.

In this post, we would like to explain the governance proposal

“Add Constitutional Committee Member – Christina”,

and share SIPO DRep’s position and reasoning behind our vote.

This article is not about supporting or opposing any individual.

Rather, it focuses on where Cardano’s on-chain governance currently stands, and what kind of decisions are required at this stage.

What Is This Proposal About?

This proposal seeks to add one additional member to the Constitutional Committee (CC) through a community-initiated Update Committee governance action.

A key point is that it does not override or replace the already ratified decision to add Cardano Curia to the CC.

The proposal explicitly references the Curia Update Committee action as its previousGovActionId, ensuring:

• Strict ledger ordering
• Consistency with prior governance decisions
• No structural conflict

In other words, this is not a reversal, but an additive action built on top of an already finalized outcome.

Why Is an “Additional” Member Being Considered?

There are two main contextual factors:

• The Intersect-facilitated snap election resulted in an extremely narrow margin between Christina and Cardano Curia
• The CC is subject to a minCommitteeSize (7) parameter; if membership falls below this, governance actions requiring CC ratification cannot proceed

This proposal attempts to:

• Respect the existing election outcome
• Improve governance continuity
• Acknowledge narrowly expressed community support within the system

From SIPO’s perspective, this is a practical and structural response to a real governance risk.

What SIPO Sees as Positive

1. Strengthening Governance Resilience

With full on-chain governance under CIP-1694, governance paralysis itself becomes a systemic risk.

By adding one member above the minimum threshold, the network gains resilience against:

• Unexpected resignations
• Temporary inactivity
• Operational disruptions

This is a highly relevant consideration for DReps.

2. Non-Disruptive Design

The proposal:

• Respects the Curia decision
• Leaves voting thresholds unchanged
• Removes or replaces no existing CC members

It reinforces governance without destabilizing it.

3. Permissionless Governance in Action

This proposal was:

• Submitted independently by community participants
• Not backed by any institutional mandate
• Clearly aligned with the Constitution, CIP-1694, and ledger constraints

SIPO views this as a strong example of permissionless governance working as intended.

Points SIPO Is Careful About

At the same time, SIPO does not see this proposal as a general rule.

We remain mindful of:

• Avoiding automatic addition of runner-up candidates
• Preventing uncontrolled CC expansion
• Clarifying the long-term relationship between off-chain elections and on-chain actions

This decision is made within a specific, transitional context.

SIPO DRep’s Conclusion

Based on the above, SIPO DRep votes Yes on this proposal.

This is:

• Not a personal endorsement
• Not an emotional decision
• A structural judgment aimed at keeping Cardano’s governance functional and resilient
